Service Charges

Monthly Basic And State Water Project (SWP) Service Charges¹

The Monthly Basic and State Water Service charges are flat fees independent of the volume of water consumed by a customer, and vary by meter size. The Monthly Basic charges help fund ongoing water infrastructure replacement and improvements, while the State Water Project charge funds the District's SWP debt obligation.

Monthly Capital Improvement Program (CIP) Charge²

The Capital Improvement Service charge covers capital projects that help the District meet water quality standards set by the U.S. Environmental Protection Agency and the California State Water Board.

Monthly Agricultural Operations and Maintenance (O&M) Service Charge³

This charge funds certain District operations and maintenance costs that are collected by other customer classes through the Capital Improvement Program charge, and vary by meter size.

Monthly Fire Service Charges4

The Fire Service Charge are flat monthly fees billed to customers such as schools, apartment complexes, and commercial buildings, who have installed emergency sprinkler services in case of a fire.

  1. Monthly Service Charges for individually metered dwelling units or structures include 1) a basic component to fund costs associated with meter maintenance, customer service, and billing and 2) a State Water Project or SWP component to fund the District’s SWP debt obligation. This charge varies with meter size.
    The SWP charge is applied per dwelling unit for accounts with multiple dwelling units from one meter (Master meter and Hospitality accounts). The Basic charge varies by meter size and is not charged per dwelling unit.
    To equalize the SWP charge between different types of dwelling units, the SWP charge for multi-family and master meter dwelling units is set to approximately 1/2 the SWP charge for a 3/4” meter. Multi-family dwelling units are individually metered residences that share a wall. Master metered units are multiple residential units served by one meter. The SWP charge for Hospitality dwelling units is set to approximately 1/4 the SWP charge of a 3/4" meter.
  2. The Capital Improvement Program (CIP) rate charge pays the District's non-SWP debt obligations and capital project costs associated with projects helping the District meet current and proposed drinking water quality standards set by the United States Environmental Protective Agency (EPA) and enforced by the California State Water Board. These charges are based on a 5-year average monthly water use, subject to a minimum of 4 HCF and a maximum of 250 HCF per month per unit.
  3. The Monthly Agricultural Operations and Maintenance (O&M) charge appears only on the bills of agricultural accounts. This charge funds the portion of costs that are collected from other customer classes through the CIP charge, which recovers costs associated with the District’s non-SWP debt obligations and capital project costs to meet drinking water quality standards. These charges are based on meter size.
  4. Monthly Service Charges for Fire Service recover costs associated with providing private fire protection. These charges are based on fireline size.
  5. Fixed and variable drought rates recover costs associated with shortage declarations including revenue losses from demand reduction, costs from variable State Water deliveries, costs associated with the Lake Cachuma Pipeline Project, and costs associated with supplemental water purchases.
