Overview

The Carpinteria Valley Water District is dedicated to providing safe drinking water. California’s State Water Resource Control Board (SWRCB), in alignment with the U.S. Environmental Protection Agency (EPA), enforces the Lead and Copper Rule (LCR). The EPA made changes to the LCR through passing the Lead and Copper Rule Revisions (LCRR). These revisions ensure that public water systems are reducing their customer’s exposure to lead.

The EPA has required all public water purveyors to complete a Lead Service Line Inventory (LSL Inventory) with results submitted to their state no later than October 16, 2024. The purpose of this inventory is to demonstrate whether there are any lead service lines present in the water distribution system or on the customer’s private water service line. By completing an LSL Inventory, agencies can then schedule for lead service line replacements, if lead is found, to decrease their customer’s exposure to lead.

Carpinteria Valley Water District completed their LSL Inventory in the Spring of 2024 and results will be submitted to the SWRCB by the October 16, 2024 deadline.

Project Details

CVWD has several decades of records showing the material of the District-owned portion of the water service line, water service line replacement records, and institutional knowledge from current long-term and retired CVWD employees who have never installed or come across lead in the distribution system while doing system maintenance and repairs.

However, paper records and data are not available for all water services in CVWD’s jurisdiction. CVWD staff worked with the SWRCB’s LCRR unit and developed this approved work plan to perform meter surveys and demonstrate that no lead exists in our system.

There was little information known regarding the customer-owned portion of the water service line, although based on California’s lead ban, it can be assumed that all construction that occurred from 1986 to present was done with lead-free material. This helped to eliminate the need to check a water meter’s service line material if CVWD knew the District-side material and the property was built after 1986.

What is a Water Service Line

The water service line is the pipe infrastructure that supplies water from CVWD’s water main to the customer's property. CVWD operates and maintains the pipe from the main up to and including the water meter. Our customer's responsibility begins after the water meter and continues through the property and into any buildings. Water service lines can be made up of several materials such as lead, galvanized steel, copper, or polyvinyl chloride (PVC).

Project Timeline

  • CVWD Staff surveyed a subset of CVWD water meters, as outlined in the approved work plan. This started at the end of January of 2024 and finished mid-April of 2024.
  • CVWD staff will submit the initial LSL Inventory data to the state before October 16, 2024.
